The Commission advise the Government on all matters relating to civil services referred to it under Article 320 (3) of the Constitution and publish notifications inviting applications for selection to various posts as per the requisitions of the appointing authorities, conduct written test and/or practical tests, physical efficiency test and interview, prepare ranked list based on the performance of the candidates and advise candidates for appointment strictly based on their merit and observing the rules of reservation as and when vacancies are reported. The Head Office of the Kerala Public Service Commission is situated at Pattom, Thiruvananthapuram, the State Capital. The Kerala Public Service Commission (Additional Functions as respects certain Societies) Act has come into force as per Act 5 of 1996 empowering the Commission to exercise additional functions in regard to the recruitment of employees in 15 Apex Co-operative Societies and all District Co-operative Banks. Qualifications : 1. Masters Degree in Arabic with not less than 55% marks or its equivalent and good academic record. 2. Must have passed a Comprehensive Test in the subject concerned specifically conducted for the purpose by UGC or any agency duly constituted by the state government in this behalf. When qualifications are being equal, preference shall be given to those candidates who possess adequate knowledge in Malayalam. Note : (i) For Ph.D holders who have passed Master’s Degree prior to 19.09.1991, 50% marks for Masters Degree shall be sufficient. (GO (MS) No 2/07/H.Edn Dated 4.1.2007) (ii) Candidates who have obtained Ph.D Degree in the subject concerned are exempted from passing the NET examination(G.O.(MS)No.86/07/H.Edn dated 19.06.2007) (iii) For recruitment to various posts under these rules, Degrees awarded by the Universities recognized by UGC alone shall be considered. (iv) The conditions laid down in KS & SSR part II Rule 10(a)ii are applicable
